Japanese duty and consumption tax basics
- Japan Customs says goods with a total customs value of ¥10,000 or less are generally exempt from customs duty and consumption tax.
- The exemption does not apply to designated items such as certain leather goods, footwear, gloves, and knitted apparel, or to applicable liquor and tobacco taxes.
- For postal parcels, the ¥10,000 test applies to all articles in one package; deliberately divided shipments can be considered together.
- Personal postal imports with a customs value above ¥200,000 require a general import declaration.
Prepare an import into Japan
- List each product accurately instead of using a broad description such as merchandise
- Keep store receipts and payment evidence for valuation
- Check apparel, leather, cosmetics, food, medicine, and regulated products individually
- Use the consolidated package value rather than the value of each original Thai parcel

Printed matter, CDs, acrylic goods, plush toys, and apparel can have different tariff treatment. Consolidation helps protect collector items and reduce packaging, but knitted apparel and other designated goods may not receive the small-value exemption.

Is every parcel below ¥10,000 tax-free?
No. Japan Customs describes a general exemption based on customs value, but designated products and domestic excises can still be taxable.
Can I split one order to stay below the threshold?
Japan Customs can aggregate parcels divided from the same sender to the same recipient at the same time, so splitting does not guarantee exemption.
When is a general import declaration required?
Japan Customs says postal items with a customs value exceeding ¥200,000 require a general import declaration.
