Shipping from Thailand to the USA: CPSC eFiling Explained

Starting July 8, 2026, certain imported consumer products may require certificate information to be filed electronically under CPSC safety rules. This guide explains what that means for Thai merch, gifts, and parcels shipped to the United States.
The short answer
CPSC eFiling is not required for every parcel or every product. It applies when the product is subject to a CPSC safety rule and requires a certificate. Low value does not create an exemption, but a genuinely noncommercial gift or personal effect may be treated differently.

What is CPSC eFiling?
CPSC eFiling is the electronic process for providing product certificate information when a covered product requires it. It modernizes how existing certificate information is submitted; it does not automatically create a new testing requirement for every product.
When does it apply?
Check the product, not just the shipment size or value.
Regulated consumer products
If a product is covered by a CPSC safety rule, ban, standard, or regulation, the applicable certificate information may be required before it enters the United States.
Low-value shipments
There is no Section 321 or de minimis exemption when the product itself requires certification. A small parcel can still need an eFiled certificate.
Gifts and personal effects
A noncommercial gift or personal effect between consumers may be exempt when the sender had physical possession before sending it. Ask for a review when the situation is unclear.
GCC or CPC?
The certificate type depends on the product and its intended user.
GCC · General Certificate of Conformity
For general-use products that are subject to applicable CPSC rules. The certificate identifies the product, applicable rules, testing information, and the responsible parties.
CPC · Children’s Product Certificate
For products designed or intended primarily for children age 12 or younger. Children’s products generally require testing by a CPSC-accepted third-party laboratory before certification.
Examples to review carefully
- Children’s toys, dolls, plush items, keychains, and other products intended for children.
- Children’s clothing and accessories, where applicable safety rules may apply.
- Adult clothing, fashion accessories, electronics, or home goods that may be covered by a specific CPSC rule.
- Food, cosmetics, medicines, alcohol, and vehicles may involve other U.S. agencies instead of CPSC. They still need destination-country compliance review.
What should you prepare?
For a USA shipment, keep the product information specific enough for customs review.
- 1Plain product description and quantity — avoid using only “merchandise” or “gift.”
- 2Brand, manufacturer, SKU, UPC, GTIN, model number, or another product identifier when available.
- 3Declared value and country of origin, matching the commercial or customs documentation.
- 4Any certificate or supporting document you already have for the product.
What you need to know and do
You do not need to understand the CPSC system in detail. You do need to give us accurate product information and tell us when an item is for children, a gift, or personal use.

- 2Tell us the brand, product code, age group, and country of origin when you know them.
